I see 8 slots for combat abilities. However, there are over 20 levels.
1. Can I have over 8 abilities?
2. If so, how do I get the better abilities that I want to use?

You can have over 8 abilites, but you can only use 8 abilities at a time. When viewing your skill tree, you can assign abilities on the right to the slots you want.
