I would beg to disagree, as I've got the quest (currently at a frustrating 47/48 books, can't find that last one),
Well, at least the book on couch (room where Solas is) and the book in the stairway to inquisitor's room can be clicked more than once even before you have finished the quest, so you can complete it by clicking those again. Also, the book in the garden stairs is way above your head, so it can be easily missed.
Behind the throne, in the kitchen, on the walkway overlooking the main gate of the castle, by Viv, Solace, Cole, In quizzy quarters, near Jossie, up from Cullen in garden floating, in basement library room, in wine cellar, in hay loft...... That find it for you? If not fast travel out and back in, they will respawn and be clickable again.
I am still trying to find out what triggers the quest myself, seeing it's the only quest left in Skyhold for me according to the online searches I have done... There's only a few npcs I can talk to near where Dorian is standing however.
Found 45/48 in one go. Pfff. Was probably missing one 3-book pile somehwere lol. So annoying 
YES! I figured out where the Mage in the library is from. He's from the inquisition perks. The first time you click on him he says sister Leliana hired him to sort the books. I'm not positive which perk as I saved up my points and spent 6 at once. But as I spent most of them in secrets, and his comment, I think it's fair to say it's from a secrets perk. Now I know, I'm so relieved I've been running all over the place to find out what triggered his appearance. Just hope it helps some one else.
If he's from a perk, then is the one who gives 50% more xp per codex entry because the elf only appeared to me after I get this perk (was looking for him too, was past level 20 and never saw the guy before)
That was defintely the one, I just purchased the "Enhanced Studies" perk, which says "Bolster the number of researchers working to study those who stand against the Inquisition.Grants an additional +50% XP for each foe studied, including those already completed (applied retroactively)."
He wasn't there before unlocking it, and is now that it is unlocked... I have no idea if he unlocks later in the game without it, but it seems buying that perk is the fastest way. Thanks!

shhhhh, don't tell people you like hunting for things that don't rate a nobel laureate in literature. I wonder if gamers stop their kids for easter egg hunting because it lacks drama?
dunno if anyone know this or not but if u leave the area and come back the books respawn and you can pick them back up, also the guy who gives out the quest stands right next to the research turn in table
