After completing Wicked Eyes and Wicked Hearts, I've run into a major glitch with Cullen.  You gain access to Sera's pranks quest, which has a scene in Cullen's room.  Also after the Wicked quest, there is a solider in Cullen's room in his place that is suppose to inform you that Cullen is meeting with Cassandra.  If you perform Sera's quest before doing Cullen's, the soldier will glitch out and you won't be able to activate Cullen's dialog.  All quests involving talking with Cullen, in my case Before the Dawn, will point you to Skyhold, but he will not appear on the map, and the quest will be unable to progress.  

 

I did not realize this was a glitch and thought he was out doing a quest.  I've played many hours since then and have progressed my rotating saves well past that point and have no way to go back before doing Sera's quest.  I have searched every inch of Skyhold, reloaded in multiple areas including Cullen's room, and I have traveled to multiple different areas and returned to Skyhold.  Nothing seems to work.

Are there any work arounds that people are aware of?  If not I hope this is fixed soon, as starting a new game to fix this bug after 100 hours of playing would be a very frustrating solution.

Exact same situation here. Started after Sera's quest and now Cullen is nowhere to be found. Any ideas?

Same exact thing is happening to me.  quest marker points to his room, he is not there or anywhere else to be found   I have not started Sera's personal missions, so that is not the glitch, as many others have put blame there.  I waithed a few hours for him to finish his war table operations, and am somewhat emotionally invested in the story arch.  I told Cullen to continue his red lyrium use because I don't need him going through withdrawals while there is important work to be done.  Please patch this, I'm too far past loading a previous save to fix it.

That's the problem. I remember reading somewhere that incouraing him to use lyrium again makes him leave you. Not sure where to or for how long.

No its not the problem. I didnt encourage him. He is still gone though and has been for like 40 hours playtime. His there in all cutscenes and wartable and I can talk to him in other quest related situations. In Val royeux for example during Blackwalls quest. But never in skyhold therefore impossible to turn and finish Before the dawn quest. So either its a bug, or he is having a relapse, lying in the toilett doing drugs ashamed to show up in his room... No its a bug, triggered by Seras prank quest it seems. These who did not do it, seems to be fine. Bioware should say something about this, and when it will be fixed as it have gone months now.

Cullen doesn't like pranks and is offended that his commander would even resort to such childish nonsense.  

 

Anyways, I'm sorry to say I don't have any solutions to offer. I don't bother with Sera after the initial game round and usually leave her alone so I've not suffered this glitch in all my game rounds. It seems unlikely the problem would be resolved soon. The only choice you have is to temporarily halt your current round until Bioware do release a patch to fix the glitches in the game. If you don't mind waiting that is, you could make a new inquisitor and start on a different tapestry from the Keep and skip the pranks.

I haven't came across that issue at all yet. I usually been doing BEFORE THE DAWN before the WICKED EYES AND WICKED HEARTS story mission.

 

The only "glitch"/ game crash Cullen thing I came across and am still encountering is getting Cole to join. If you talk to Cole and get him to join then talk to Cullen when you first get to Skyhold.......GAAAAAAAAAAAAAAAAMMMMMMMMMMMMMMMMEEEEEEEEEEEEEEE CRRRRRAAAAAAAAAAASSSSSSSSSHHHHHHHHHHH!!!!!!!!

I had that, too, but talking to Cassandra fixed the problem. It triggers a cutscene where he and Cassandra are arguing over lyrium.

If this doesn't work you might want to go into the building to the right of where Cass is usually smashing the target dummies.  It's the building with the blacksmiths and anvils in it.  That is where you find Cullen after you talk to that guard and he tells you he went to speak with Cass.  So you may try in there.  "I think" they are up on the second level in that blacksmith building.  Haven't had the problem myself so I'm just throwing out the first thing that comes to mind.
