What is it? I see discussions on it, but don't know what they are. Does it mean past lvl20 you don't get attributes stats but still get ability points? Something else?

Leveling up only ever increases your max health, gives you 1 ability point and allows you access to higher level gear.

 

You don't gain primary attributes from leveling up.
