I have already killed the thieves in the slum house, there is no token and the elf by the fire will not say anything useful. Can't bribe the other guy, he isn't there.
Can't complete the Jarvia quest

Did you kill the thieves in the slum house AFTER getting the Jarvia quest? If so, you should have gotten a token (I know, SHOULD'VE). Try going to the "suspicious door" a few doors up from the slum house. If you don't get the dialogue option to "insert token", I can only suggest reloading from a prior saved game.
What I have found through numerous playthroughs is that many of the quests "bug" if you do them "out of order". Case in point, is Dagna, the dwarf looking to join the Circle of Magi. You talk to her, get the quest, go talk to the First Enchanter. At this point, you find Dagna IN THE APPRENTICE CHAMBER (a bug). Do NOT talk to her in the Tower. If you do, the quest glitches.

Another note Don't complete dagna's quest till after Jarvia's quest is COMPLETED. Make sure you go into the other shop before doing Jarvias quest or atleast after you have completed it. It will stop you from finishing the game. Luckily I have another save but I wish had done patches to fix some of these horrible glitches.
