An animal being:

2 a : one of the lower animals as distinguished from human beings

The key word here is "lower" which speaks directly to their lack of sentience. Another sentient species would be equal as distinguished from a human being.

I thought the Tali one was really well done. You know so many of these "romances" were ridiculous, people being hopelessly in love with each other too quickly, after just talking a few times. This is completely irrelevant because in all cases of Romance, Bioware never states that there is love.  What they do allow is for you to eventually build up enough relationship with a character that you can have sex with them.

If Commander Shepard had a brother, I am sure that they would "care for each other deeply" but obviously the brother would not be a romance option.

Your entire argument is pointless.
