I missed those entirely! Can you point out what they're wearing or something so I can keep an eye out for them on my next playthrough?
It's not a bug, though the banters do seem difficult to get sometimes.
I have yet to have a companion comment on a romance except Sera's comment about Solas up above. Inquisitor keeps it on the way down low, apparently.
Some of it is tied to the story. I romanced Cass for example and got some banter between her and Sera regarding the romance, but haven't gotten Varric's yet because I didn't do his Bianca quest which triggers his romance banter with her. I'm assuming this may be the case for some of the other characters as well.
I don't remember exactly. But they're not far from Varric's usual spot. I can't remember exactly when they show up either.
Yes, they're the nobles nearest to Varric in the main hall.
It doesn't seem like there is a 100% chance for their dialogue to trigger. I reloaded a few times to choose different options for a romance scene to see the rest of the dialogue and walked past them each time, and only one out of the two times did they say the line.
Most of the time they just say "Madam Inquisitor" or whatever as you walk past.
I remember hearing three different conversations from them, but I only recall the words of the latter two (and this is rough paraphrasing):
First conversation they were saying that they didn't approve my choice and added that it was 'not very scandalous'.
"They're giving gifts now!" is the first part of the second convo (I can't recall the female noble's response)
"Oh, it looks like there might be a wedding gown involved before too long!" "Actually, there'll be two!" (Fem Inq + Sera in this case) is the third convo
I would love to get the actual wording on this one. It fired in my game once, and by the time I realized it was regarding my Cullen romance I haven't been able to go back in my saves and get it to fire again. I love Cole, the fact that hours later I can have that "OMG that's what he meant" moment makes him very interesting. Still wish I could listen to that line again.

If RI is Cassandra, Varric asks about her lovers then Cassandra replies as none (party banter). Then Varric asks whether no one (who she loves) is actually in the close proximity at that moment. Then the player has the option to support Varric or Cassandra, regarding this conversation. That was funny.
In banter, I heard Cassandra and Sera talking post-Adamant. Cass was concerned about Sera, who got all vulnerable and just said that it's all ok because the Inquisitor came back. It was rather cute.
In the Solas romance, asking Sera what she thinks of your companions will lead her to say "I bet he shouts 'elven glory' while he's doing it." That Sera, what a charmer!

Ha, they're talking about the Inquisitor? I've heard that chatter but assumed they were talking about some noble. Who listens to what Orlesians prattle about, lol. The one I recall is, "Has there been an... exchange?" "You're awful."
Apparently Varric starts calling you
Spoilerif you romance Cullen, but it didn't happen in my game because it was so glitched. Cole also makes a passing obscure reference to it too.
But but, this never happened in my game and Varric was always in my party! QQ 
is it human-only? I don't remember him calling my inquisitor that, but then again my game was pretty bugged too.
My inquisitor was human and it didn't happen for me
Did anyone hear the noble banter after Cullen/Inquisitor sleep together ?Something about over hearing a climax.
So sad I missed this >< Considering how much I enjoyed the noble banter during the ball I am disppointed in myself in hindsight for never stopping to listen to them at Skyhold ><
Aww I didn't get that Dorian one; I would have died XD.
The Dorian line was great especially because he followed it up by saying it was something he found incredible adorable about my Inquistor.
And then of course Mother Giselle has her little scene asking us about our relationship, but that's not banter. Was a nice little addition though.
I don't think that's just a romance convo because I had that convo with Mother Giselle and Dorian as well... which was weird. Sort of funny I didn't have the option to be all "oh well apparently you are the last one to hear I'm with CUllen" 
I assumed it was because Dorian and I were good friends at that point though.
It's: "Safe and solid, protecting and proud. He feels like quiet, stronger when you hold him."

Oh another great companion moment while romancing Cullen, if you do the pranks with Sera there is a part where you are in Cullen's office and Sera makes a comment about the sturdyness of his desk. The Inquisitor replies that the desk is indeed very sturdy
Yeah I got an interactive party banter with all 3 party members at the same time with iron bull, sera and dorian about the inquisitor and iron bull, I chose to laugh about it instead of telling iron bull to shut it:)
i am surprised considering the previous games on romance banter that DAI has hardly any if at all. Disappointing. Out of all the companions I would have thought Varric and Cassandra would had at least a conversation about my romance with Cullen, while out wandering around.

Cassandra: There not married Varric, though I hope at some point that does happen. Besides it is good too see two people happy during times like these.
Varric: YOU are having another feeling. I DO need need to mark this on my calendar. Sides, just think Skyhold may end up having little Commanders and Inquisitors running around. If that happens try not to scare them.

When you ask the bartender of Skyhold about rumors, he will tell: "Some complaining you have time to bed your allies." or something around those lines. Don't know if it's with EVERY romance but for my case it was with Cullen

Then they gossip about gifts and um.. exchanges. Vivienne has some surprisingly sweet dialog with Dorian about his romance, and Cole as well.

ugh but its completely random and the banter is few and far between, I wished the banter would still trigger even while on your mount.
