2. are valuables used for something or can i sell i have ton on my first character not sure what to do with them
You need to load the world states separately, yes, since DAI only reads what is in your exported slot on Keep at the time you select the option before character creation in Inquisition.
Depends on the item classified as "Valuable" since some are part of quests or requisitions and some are just flavor items which can be sold.

Just make sure right in my assumation here. I made both character i imported two different world state one for each. Now I dont need them in the import spot since i already started them with their imports?

Yes. Also, don't sell valuable with the yellow icons. Those are monster items, you give them to the researcher for damage bonuses on those enemies.
