That's not my experience at all.  The world was always populated by potential enemies and allies of a wide range of levels.  if you did something stupid, next thing you knew Juiblex was engulfing you with a slimy pseudopod.

It was easy to find yourself the thrall of some vampire lord or conscripted into an army sent on a suicide mission.  The world was a dangerous place.

I played a great many tabletop AD&D characters.  Only three of them ever saw level 5.

Different games had different house styles, yeah. Most of mine were kinda like OOTS in relevant part, though. At most times Roy has a fairly limited set of (rational!) options available. Or none at all.

I was leaving aside the players doing something outright stupid or reckless; I agree that most GMs would let a player reap the deserved rewards for such behavior.

I Wish on nightmare enemies scaled up to atleast my level.

I stick to Normal myself, but I agree, scaling enemies up to my level would be nice.

No scaling down enemies though, it's a great feeling taking on stuff a few levels ahead of the party and coming out on top.

I feel if Bioware wanted to mimic MMOs they should have copied Guild Wars 2, which addresses world exploration and level scaling. In that game your character's level drops to around the level of the enemies in the zone, providing a constant challenge. You keep your abilities, your stats and so on are reduced. This would actually work perfectly for DAI since we don't control our stats anyway.

This does not mean that certain creatures cannot be limited to a particular level, for example the dragons in the Hinterlands which outlevel your character, but it makes going through the rest of the zone at any time a lot more enjoyable.

This could have been exposed as an Option in the gameplay settings for players that want to play DAI that way. Maybe it can be added in future DLC?

If I want to explore I can do that to my heart's content and still be challenged.

I'm really disappointed that DAI doesn't allowing modding as I feel certain this would have been addressed, for those players that wanted it, by now.

My one big issue with this levelling thing is where the high dragons are located.

I feel it is really strange that a level 15 dragon is located in the Exalted Plains, when you are very likely going to a much higher level than that when you arrive there, while a level 19 dragon is encountered at the Storm Coast.

Who came up with that placement?

Other than a few main plot quests and the power requirements forcing me to do random tasks to progress the story I found no reason to be in any of the zones no matter my level. :?
