Likewise, it lets people know that it's perfectly normal that they are not hearing banter or music in Val Royeaux.
What about ambient noise (like the hushed din of a crowd I have only heard 3 times in countless visits to Val Royeaux)? I would assume if the goal was to make the location feel real by not having music (and evidently banter), then there should be sound other than that of my footsteps in the marketplace of such a large city.
I understand why Skyhold and Haven wouldn't have banter, as you are not in a party and can interact with them in ways not possible elsewhere. Removing banter from Val Royeaux just seems like such an odd choice, given that you are in a party and in a locale that generally lacks any enemies. What better time for them to converse than on a relaxing trip to the market (as opposed to those other time we are wandering through unknown locales surrounded by potential threats and possibly even trying to avoid notice...not saying I want banter restricted elsewhere, so much as I can't fathom why the removal of banter in the most common sense location for it to occur was done...I would argue that Val Royeaux should have had a higher chance and frequency of banter than all other locales, this would have also allowed for people to have greater control over hearing banter since they could travel to a single locale and idle if they really wanted to hear discussion between party members that might otherwise prove a poor choice in more dangerous locales)?
I would also ask if you are looking into the lack of combat call outs (best term I can think of for them, not sure what the official term is), as my wife and I haven't had them since the first few hours of playing. Combat for us (and others who have commented in the feedback banter thread) consists of battle sounds (weapon/magic attacks) and grunting, but never any low health notices/killing blow/victory/engagement call outs (even the screaming people make when lit on fire we have only heard a handful of times, despite my wife doing so constantly during her 50+ hours of play).
