Is there any way to develop jump skills in the game. I find some locations very difficult to access. For example there is a shard near Dusklight camp (Hinterlands) on a tall structure and I cant seem to reach it.... any help out there????

Go as close as you can get and watch your party members. If one gets up there by respawning, immediately switch characters and walk away from the edge. Your PC will appear soon after, nearby. Switch back and do your deed.

My experience has been, if you can't jump to something, there is another route you are supposed to take.

Try mounting a horse, I've been able to climb some places by using a horse that my character can't normally reach by jumping.
