Here's a step-by-step for me:

1. Started Installing Mass Effect 2: Collector's Edition on my PC
2. Logged onto my account here and registered my copy of ME2: CE for PC
3. Redeemed code for Terminus Armor and Collector's Edition Items
4. Redeemed code for Cerberus Network, and it gave me the link to the Collector's Edition Item Download
5. Started ME2 up after install completed and logged into this account ingame
6. It asked me to redeem my Cerberus Network card, and tells me the code has already been used

This is exactly me.

Where did you buy your games from? something feels like a code mix-up at the retailer

Same problem for me to with collectors for pc. bought it at EB Games in Edmonton

I bought the Mass Effect 2 Collector's Edition for PC from the EA Store, a physical copy.
I input the codes for my Collector Armor and Cerberus Network, which ended up showing Collector Armor twice.
When I login in-game, it asks me for the Cerberus Network code, tells me it's already in use, and prompts me to pay 1200 BioWare Points for it.

I registered the Cerberus Network code via Bioware online social site and like all of you ... I now cannot access Cerberus Network via in-game menu. Says Code is in use.

People who registered it in game get Code-in-Use both in-game and on the site. I'm an example.

Couple things.

The Terminus DLC package in 360 and PC contains both the Terminus Armor and the M-490 Blackstorm weapon. When the DLC is downloaded on 360 or installed on PC, you will receive a message on Shepards personal terminal regarding the Terminus Armor but not the Gun. This is a works as designed. You can find and outfit the M-490 Blackstorm weapon by going to an Armory or during the squad selection menu.

The Collectors Armor and Weapon are in the same package as well.

Regardless of what platform you on after DLC download/install you will need to restart your game so the new packages can mount and so that the game can detect new DLC is installed.

Redeemed all codes on social network.

Two redeemable codes came with the package,
- code on a piece of paper displaying the collectors armor and assault rifle
- code on the cerberus network card
Upon redeeming both on the social network it reflects that the Collectors' Weapon and Armor is available.

Installed game and logged in to ea account, prompted to redeem or purchase cerberus network access, entered code from cerberus network card, error message says code already in use.

Me too. Used the Cerberus code on the site and now I can't get to the Cerberus Network to access my DLC. If I try to use it inngame, it says it's already in use. I also can't link my gamertag "Ferrux" to the account because a persona with the same name is on another account of mine.

Add another person with this problem. Cerberus code unlocked the Collectors' Armor and Weapon. I did indeed buy the Collector's Edition of the game, so I haven't used my Collector's code yet...

My account here says I have access to the Gamestop stuff, but I don't see the DLC when ME2 is loaded. I was able to use the Cerberus registration in-game (worked easy), and downloaded the Normady Crash Site (and Dragon armor). The Terminus stuff is MIA.

PC Collector's Edition, bought at EBGames Edmonton midnight launch

Installed game, entered EA Credentials, Cerberus Code, sent back to main menu. Tried entering again. Code in use. Attempting to connect brings me to a screen that requests that I either redeem a code or buy one.

Seperate Terminus and Collector's codes worked fine through the site
(there's nowhere in game to enter them so naturally it's through the
site).

Just looked at the armory and i dont have the collectors weapon or the Blackstorm, But i do have both armors from the collectors and terminus, i got both messages from the private terminal in the game, i dont understand where the guns are.do you have to be a certain level to get them? i also carrid my character over is that make and difference.
