I noticed that in wet/rainy regions (Storm Coast, Therinfal Redoubt), house and cave interiors are wet as well. Is that a limit of the engine (hope not) or a bug?

I suspect a bit of both.
The engine probably applies certain conditions to an entire region based on presets (day, night, dry, wet).
There's a way to over-ride this in specific locations (note that even in daylight the interior of a cave is dark).
I would assume the engine allows this same over-ride for "wet" conditions (but it may not) but it wasn't used for some reason, so I suppose you could call it a bug.

Just as Suhiira said, Wet shader applies to an entire region, but some parts(wooden planks at least) of interrior didn't have wet shader on it, so let's hope, that upcoming patch will remove Wet shader from interiors.
