Hidden blades on a staff. Does it work or do you actually need the skill itself?
Also - and more importantly - can they proc off spells and abilities or only auto-attacks?
Do weapons enchants that proc skills, require you to have said skill?

No, you don't need to actually have to have a skill to use it if your weapon gives a % chance to use it.

Do you also know if spells can proc the effects? I wonder if it is auto-attacks only or not.

I'm not really sure about that one. I've only ever triggered those effects with normal attacks but I'm probably not the person to ask for specifics

They can proc off spells. The bombarment one pretty much guarantees a proc due to shear volume of hits
