Griffon fortress in western approach, from what I remember. The "leader" has it on him when you kill him.

Thanks! I found the cowl.
Can anyone tell me where to find the Overseer Cowl Schematic? Or the Superior Seer Cowl, which has feathers/dead bird on top?
