Yes, sometimes it does not work. Not sure what the problem is. IMO, some frozen combos are broken. Sometimes they work well though. Long shot works well but occasionally fails to do extra damage as well. Mind blast does not detonate frozen targets quite frequently, especially off host. Maybe, something has to do with critical hit?
Mind blast detonation on frozen is not a shattered and it deals spirit damage (because its mage mage combo). It's worth mentioning that actual (even upgraded) mind blast does not deal any damage at all so detonations are easier to see.
I've tested Stone fist in SP and it is also broken there. SP and MP skills are the same so it's not even strange.
