I don't understand perks... help please?

I know you have to have a certain number of 'points' in a given 'area'(?) in order to acquire certain perks. But how does one get those point and where are they listed so that you can see what you have already acquired?

 

I find the whole perks business a bit confusing and I don't feel it is explained very well in game. Yet, I get the sense that they're important and want to choose the right ones.

 

Any help understanding all this would be appreciated.

Acquiring agents along with exploring and capturing keeps helps. You'll need Forward Scouts to ease the finding of Quarries and Logging stands. Just explore in general and the perks will pop up. That's what I did

Taking out the rifts get you a lot. Just complete the quests also get you power points. Finding the camps and claiming the regions get you power.

The first perks that get you more dialogue choices amongst political, magical society, black market, soldiers is impotent.

I like the first one that helps you extend the search toggle. I think the second one, Eagle Eye maybe, would make be go crazy since I like to Hoover every that isn't nail down. Now, if it make items glowed until I picked it up would be good.

I like the one that gets you better metals and plants pickups. Before 1, after 1 and 8, 5, 9 - WEEEEEE! But only choose that if you're going to do your own crafting and going heavily into potions, tonics and grenades.

Has anybody done the reverse engineering ones to break down magic items?

As you gain influence and level up the Inquisition, you will unlock perk points. Your influence goes up by completing quests, requisitions and closing fade rifts. Perks are grouped into four categories: Forces, Secrets, Connections, and Inquisition, with different effects. There are not enough perk points to purchase all of them, with an average per playthrough of 10 points and each perk costing one each. Please note that Agents to not cost perk points but count as points spent, so when you are attempting a high level perk that is locked behind usage, they are a valuable option. Also note that unlocking a perk on each category can give you new dialogue options without further investment. You can find a full list of perks and agents to recruit here.

The term 'perks' is a bit of a misnomer, though. "Deft Hands, Fine Tools" is definitely required for quests like "Memories of the Grey" and for completing the mosaics, for example. And the focus 'perks' seem to be required for higher-level focus abilities...

Yes. Just don't buy the most expensive tome :P It's ~6k Gold, and gives 3k Influence and +1 Power. The second tome is ~1.5K Gold, and gives 1.5k Influence and +1 Power. The cheaper ones aren't really relevant.
