I'm right before the wicked eyes mission and I'm doing the open areas now. I've finished everything ecept the hissing plains which is last one left.

 

Now...

 

On the Emerald Graves there is Tavin near the Elgernan fort where he leads an expedition to a knight's tomb.

{Already recruited the dalish from the plains as agent to inquisition and helped all teh dalish in the plains + didn't looted their tombs}.

From what I read online there should be some kind of war table mission to allow me do this mission but I don't have any.

+ there is no flag point near the for like on other maps to unlock this "table" mission.

 

what's wrong?

The war table mission appeared after Wicked Eyes and Wicked Hearts for me automatically. You might have to do that first.
