Who all is overleveling everything?

I'm level 14 now with a LOT of level 12'ish content still to complete. 

 

I think most of the problem is repeating similar encounters a lot as I travel from point A to B.  Also it sort of makes the restricted number of levels gainable seem ridiculous with how much time one can invest in all the stuff to do.   More levels with additional skills, perks, and stat enhancements would have improved the feeling a lot I think. 

 

If you think about it, and you play 200 hours (which I think is where I'm heading at this point), you are looking at 8'ish hours per level probably?  That's quite a lot of time between any meaningful change, especially considering some skills you acquire are only to get to the next one or have small effects on your overall experience.

I was actually disappointed with the fact that I could over level everything. I would have preferred the enemies scale with my level.

Skyrim does that which means you can beat enemies on a low level. I wouldnt have minded Npc's scaling upwards of their original level though. So cory is 20 when you are and not 19 (he was the easiest boss to beat)
