Where the heck do I find it? I just unlocked a mage robe, that looks like the (Qunari?) Rogue outfit. And need Lustrous cotton to increase armor rating. However, I don't know where to find it. I only have 4 and need 14, but the 4 I have were just random drops. Please help, and thanks.

I was getting a relatively steady supply of Lustrous Cotton by killing mercs around the Mercenary Fortress in the woods SW of the broken bridge near the Templar Encampment. However, the enemies there are Level 8, so it's not something you can do early on.
EDIT: forgot to mention that this was in the Hinterlands. Sorry.

Ouch, this character's Lv 10, and Hinterlands is bare of Mercs and Templars. I may find A bandit rogue, but that's it, and they carry regular Cotton
