I have uncovered the whole of Hissing Wastes but I am still missing 1 shard (and 2 books but not interested in recombing the map for those).

 

One skull showed me 5 shards and another 2 shards, a total of 7 but quests show 7/8.  Where is this last shard or is it a bug?

There is a skull that only shows 1 shard. It is on the ridge on the northeast side of the map
