I didnt edit my world state before starting. I did it last night but I clicked export to DAI. Does this change my DAI state now or do I have to start over?

If you want to make sure the choices you picked will affect your game, start over. I can't say whether it will affect your game because 1) I don't know what the default world state carriers and 2) I don't know your world state carriers. It could be that the default options are exactly the same as the choices you picked. It's up to you, but if you want certain things to appear, whether by reference or actual appearance, start over. It could very well be better for you down the line.

Depends on whether you cared about characters from the first two games. As far as I've been told the default world state is 'everyone who could die, does die' to make it easier for new players as old characters don't need to be explained to new players and you don't need any background to understand a new game.
