Around a month ago I fired up the Keep for the first time and did a sync.

I'd never actually completed DA:O (although I restarted 4x). 

After synching to the Keep, I did nothing else inside of it.

That night I said "Dammit, I'm going to finish this game" and I started a new character on the Xbox 360 version I owned, finally completing DA:O yesterday. Side note, I have a version on PC too.

So today I log into the Keep, and see it's linked to my PC version and it's showing I have an Xbox 360 version and PS4 (Inquistion).
Here's the thing I DO NOT see my character (Nix) I created and finished the game with as an option. Yes I was logged into the DA Servers on XBLA.

Is there a way to resynch or reimport such as the first time you log into the Keep and not manually enter all the questions into the tapestry? Am I just missing out how this whole thing works?

Side note: I played about an hour of DA:I in default world state. I am fine with deleting and starting over.

You can reimport from the hot bar on the left (Replay Startup Sequence). This only imports your custom Wardens/Hawkes in though (which doesn't really matter for the game) and not your choices. You have to enter those yourself.
