"Garnisons de la riviere" would be "Riverside Garrison"; it is the name of the structure (fast-travel target) and also the name of the associated landmark.

I'm having the same issue in the Western Approach... 24/25 regions. Is there a small / hard-to-miss spot that I just haven't managed to run through yet?

Most of the features - caves and so on - can be inspected on the Western Approach map @ game-maps.

I have explored everywhere in the Exalted Plains looking for this 21st region. I even pulled the trick of dismounting through the invisible walls in order to get through them. This allowed me to go to a lot of places that you wouldn't normally be able to go. I circled the entire map, as you can see from the map I've attached. Still no 21st region.

I noticed a VERY LARGE, significant area in the middle of the map that does NOT trigger any change in region. I suspect that this is the elusive "Area 21" and that the game has glitched so it doesn't trigger. I have outlined it in red on the map.
I wonder if anybody who says they DO have 21/21 in this area would be able to run into this area on their map and tell me what this region is called? Any chance of a dev speaking to the level designer for the Exalted Plains and getting some clarification?
Still no official word on this? I wouldn't have thought it was that difficult to ring up the level designer so he can say "Oh yeah, that's supposed to be 'Elfy McElfin's Grove', it must be a bug" or something. I get that it will take time to patch it if that's the case, but an acknowledgement of the issue would be nice.

I've explored almost as much as SparrowFox and had the same 20/21 result sadly. I speculate that the big bridge tucked behind the stone statue and opening on the eastern side of Citadelle du Corbeau were originally meant to be something or lead somewhere at one point.

hmm very strange I had no idea this was a problem, my 1st play through I am 100% sure I got 21/21 in the exalted plains, but in my current 3rd playthrough I can't find the 21st region and sadly I have deleted my 1st and 2nd playthrough so idk whats going on

2 Questions.....
1) How does something this obvious slip by play testing?
2) How does such a blatant and obvious bug take so long to patch? It seems like it'd be a very easy fix
The quality of games coming out is abhorrent ... The fact that most people just accept the number of bugs that come out of the industry now a days is worse. I remember the good ol' days when if you saw a bug it actually surprised you, now they are expected *sigh*.

I missed this bug entirely...largely because the Exalted Plains is possibly the most ridiculously boring and meaningless zone in the game.
I thought that the Hissing Wastes might have topped it but the Wastes actually wove themselves together into a very interesting area after I worked my way through them.
Exalted Plains never got interesting ever.

Software is a complex beast nowdays that will have bugs because there's just so much code and so many different devices.

Nah, the Hissing Wastes is a very large barren snorefest, Worst area by a LONG way. A short story to read about a dwarf doesn't save it.

The bridge leading to Citadelle du Corbeau - Pont Agur - can be repaired in a war table operation when the time is right.
The bridge north-east of Citadelle du Corbeau is probably not supposed to be accessible; for one thing, the trees on the far side of it are simple sprites (billboards). With a bit of hopping fu you can get up on the northern walls of the citadelle and get through the glass wall by dismounting from a horse. Then you can get on the bridge (on the far end) and ride back to the citadelle. Another glass wall needs to be dismounted through to get into the courtyard. But there is nothing there, only major weirdness.

Also would like to say that I am stuck at 20/21.
In addition to that, these quest marks are not going away as well... And yes I completed every quest here
There are a couple of quests inside bunkers, for lack of a better word, both are underneath the areas where you see them through some doors. One of them is locked and requires the perk.

Journal > Collections > Regions > "Regions in the Plains"
Of course, the game never tells you what's actually in any of these collections. You just get the number of items you found and then you can guess which ones are there and which ones are missing. I envision loads of fun finalising mosaics and so on...

Interesting! The fog of war west of Citadelle du Corbeau indicates that MasterSolo has travelled extensively outside the officially reachable zones. I've been naughty as well but up in the northeast (where the other bridge is) and not yet in the west. I'll go do some spelunking as soon as I get home.
