It's both male and female at the same time =.= (Also known as the gender bug)
All you need to do is to start a Benchmark in the Extra menu before you start a new game. Then Create a male character. Bang! There he/she is.
I guess it is caused by the template in the benchmark, which did not disposed afterwards but being used in player's creation.
As far as I've tested, it's 100% re-productive.
PS: this will also cause the specialization quest bugged(since the inquisitor template in benchmark was a rogue), but can be solved if you select in a right order.
Enjoy before Bioware fix it XD as this will make you able to romance Cullen&Sera with a male inquisitor.
Side Note: Bioware, you should have hired more QA guys.
