The quest tells me to return to Frederic but no dialogue option is availabe, other than asking him about dragons he has heard of.

You're not alone, and it's not just that quest either. There seems to be a bug that prevents some quests from being turned in. I'm currently trying to talk to Keeper Hawen to turn in the quest to kill the demons at the graveyard and the only option I have to say to him is [Leave]. This bug needs to be given attention Bioware.
