My only option is the 15 Power Point option of aligning with the Templers at the war council screen. However, I really don't want to do this. I want to align with the mages. How do I do this?

Go to Redcliffe and talk with the mage representatives - you'll get another 15 point quest for siding with the mages.

 I don't see Radcliff on the world map

Its not on the world map it is in Hinterlands. Go east while in crossroad village near that first camp you get, and when you are out of the village follow the road north.

I've been to Radcliff then. I didn't see any rebel mage

There's tavern in there. The quest in question is named In Hushed Whispers, it should point you where to go, exactly.

Ah, I do have that quest but haven't finished. it. I guess that is the next quest.

Yes, do that quest and both should be available on your War Table. You can also expand on your advisors thought for each option before committing.. as in, select, accept, watch the dialogue scene unfold, but *do not* confirm unless you have already decided.
