It popped up for me on the war table after I did "Wicked eyes, wicked hearts", however before doing that quest I did everything there is to do in the game so there might other prerequisites. You might need to talk to the dalish elf and his party in the ruins in the Emerald Graves. Also the quests for the dalish clan Exalted Plains might also be necessary.
