Val Royeaux is a massive city, and a very important location in Dragon Age lore. It is the headquarters of two of the largest powers in Thedas in the current age (the Empire, and the Chantry). It is supposedly one of the most beautiful cities in the world, and has grand palaces that scuttlebutt suggests may go down in history as some of the most important marvels created by men since the Imperium.

The Grand Cathedral and the Imperial are two incredibly massive and ostentatious buildings that have political, religious and aesthetic prominence within the city. It is, put simply, the beating heart of human culture in the southern half of Thedas. Other impressive and important landmarks and buildings include the White Spire, the Seekers of Truth headquarters, and the University of Orlais.

And what does Bioware give us to impart the prominence, breadth and magnificence of this fine city? A sparsely populated bland marketplace without even a view of any of the important landmarks aforementioned. Seriously, bioware? You claim that you create a massive open world game, and you can't be bothered to even try with, arguably, the most important city in the game? Sure, it's colorful and what little there is is beautiful, but... there's nothing there.

I certainly would've taken one less open world zone in exchange for a large, lively city with stuff to do in it and side activities.  Maybe a card game or something, perhaps some guild work kind of thing.  I'm sure there's plenty that could have been done.  I also find there's just not quite enough loot in the game that's good if you don't craft, so maybe the city could've had more stuff in it as well.

Yeah it's kind of embarrassing. I'd rather have unconnected rooms than the current tiny area, pretty and distinctive as it is. Not even a fake modeled cityscape background :/

I completely agree with the OP on this.  While I appreciate the overall breadth of this game, I do wish that Val Royeaux was given a little more attention.

I kinda warned everyone ages ago all marketing signs pointed to a really disappointing representation of cities. So much was made of the open world environments that I just knew that one two-second shot of a city would prove to be half of Val Royaeux's playable space, haha.

Ah well. It's unfortunate.

I think they didnt do justice to orlesian culture at all. I've read masked empire and about masks etc. Theres no way the empress wouldve worn mask like Briala, Florianne and dozen other women, all of them are supposed to display their status in society. At least the important characters of the story couldve had unique masks, but they did the cheap route and they not gonna have a chance again.

Val royeaux couldve been size of Kirkwall or Denerim, maybe couldve had some fighting and exploring in dark streets etc. This couldve been in place of one of the deserts.

I think its a minor issue with the game overall, but I agree with the OP.  Val Royeaux was not done well.

".. I also find there's just not quite enough loot in the game that's good if you don't craft,..."

A design choice to encourage exploration and crafting. I've found purple weapons and armour exploring/looting and can craft higher level armour/weapons than what is currently available at merchant's kiosk.
