Being over leveled for the main story line didn't bother me, and I'm also a completionist, so I did manage to do most everything (that I could find) before completing the final mission.
With that in mind, I do have a different strategy for the second play, which I think is a good one for anyone with your problem. As each area unlocks (1) go find all of the camps, then (2) close some rifts. By doing this you should have enough Power to continually open up the succeeding story operations as you're going along. I do suggest picking up the side quests, reading them, and determining which are story related; these (3) are the ones you complete.
It is very important to remember that you can continue to play after the game is over and do all of the miscellaneous quests, errands, dragon killings, requisitions, and all of that crap.
My only other recommendation is (4) to be sure and complete all follower-related quests before the final mission.
Doing all of the quests certainly isn't necessary to earn Power. By the time I finally did the final mission I had over 200 Power just sitting there, unable to be used. I did NOT do any Power farming via requisitions (I did them once per zone).
