Right after getting to Skyhold, though I wouldn't recommend it.

I'm not going to fight anyone, just stealth through to the keep solo to buy the T3 weapons schematics.

I went all the way through to the quarry at level 10, not even stealthing. Early access to Fade-Touched Silverite basically made me immortal.
