Do you have the packmaster amulet equipped?  (You get it from a wolf that was influenced by a demon in the Hitherlands.)

Other people have reported friendly wolves with that, though I have yet to see them myself.

I had friendly black wolf pack in the Hinterlands when wearing that amulet, didn't try it elsewhere though.

Yes, the Token of the Packmaster turns all wolves friendly. You don't even need to equip it yourself; a party member can use it to make the wolves allies.

Personally, I find their help a little problematic, because they tend to attack everything. Nothing like having your scrap with the Venatori interrupted by a charging druffalo because one of the wolves got hungry.

I know wolves can befriend you in the Hinterlands if you kill the demon that controls them. They also give you a freebie by attacking the very next hostile that engages you after you complete that mission, but only once.

I never got the wolves to be friendly, even after making sure that I killed the demon and not them

The amulet is a bit glitchy but if the map has wolves, they'll be friendly. Helpful in fight against two-legged mobs. They wouldn't go with you to close the Rifts though but they'll bring back every druffalo with them. <_<

Also had Solas wear it, never once saw a friendly wolf. Maybe Solas smells funny or something.

I had mine equipped to Varric, Cole or Sera and I know it worked on Cole.
