I'm getting two different answers that it's 11 or 20 so witch one is it, same goes for character is it still 20 or is it something like 30 now?

Soft-cap of 20.  You can continue gaining xp, but it is a lot harder to gain further levels.

I'm 90 hours in, yet to hit the western approach, or two other story beats and I'm level 20. Hope that's not the cap. I feel like I have plenty of game still. A lot of my maps are unfinished yet.
