Not really stuck, but there was clearly 2 options: side with Josephine to solve the quest using her contacts or side with Leliana to solve the quest with her spies.

 

I sided with Josephine, the no bloodshed option. 

 

When the operation became available at the war table, only Leliana is available, Josephine and Cullen are not participating.

 

Probably a bug?

 

I'm trying to save all the murdering on my evil playthrough, can't wait for it XD

It's Josephine, and you have to talk to her and ask her for the next step, do the War Table mission, ask her, and so on.
