I have posted in the tech forum too, but this is a joke now. The game is reliant on the dialogue, but when that dialogue is absent and skipped, what is the point in playing?
Sometimes pressing square moves the conversation along, but then weirdly adds subtitles; other times you just have to sit and wait, and then try to work out just what's going on.
It's a complete joke. 
I just had this happen with Dorian in the second picture you show above. After I waited, the next line he speaks is logically the line preceding it, so it makes sense---it's just........interrupted for an extended period, for some reason.
You were lucky. I am missing several key pieces of dialogue in many conversations.
I have had this problem many times, however once i decided to look on the net as it was happening and layed the controller down to come see if anyone else had this issue and after about 5+ minutes the conversation started again, the problem is it had happened about 4 or 5 times already in that one conversation and i had been pressing the skip button to get it moving again. So you can wait for them to talk again but man if it happens 5 times that's 25 minutes of waiting for conversation to happen that should last like 5mins total
