I went into the building for this quest, killed all the enemies and picked up all loot save for one item which is stuck on a door archway, out of reach. Am I right in thinking that last piece of loot has the prison key and it is a quest breaking bug? Or is it elsewhere? I have tried looking elsewhere, using V etc.

Managed to find a save close enough to be worth redoing the fight. This time I managed to loot the key but there was still some loot which stuck in exactly the same place out of reach. So my problem is resolved but the loot problem should not be happening, and it has happened sometimes in other areas too.
