If I promote my archer while half of the other characters are still locked will that +1 Cunning be applied to them once I unlock them?

Yes. The +1 cunning will be applied to all the characters, the ones you haven't unlocked yet included. Same goes with constitution and willpower if you promote a warrior/mage character.

Yes, it applies to all characters regardless of being locked or not locked.

Gonna have to promote my Elementalist, mainly because I had no idea how awesome Fade Step was. Not looking forward to it.
