I've been noticing this the entire time I've played, it seems some textures are shinier than they should be and look "wet" even when they aren't. It's especially noticeable on things like armor or cell bars and the like.
I have my setting on ultra pretty much across the board, so it's not the shiny hair phenomena that some complain about.
