Think I managed. It looks like you automatically log into your live account when you connect on Cerberus in ME2 (connected to your gamertag)
So:
1. https://profile.ea.com/myprofile.do if you don't have an account using the live, make one here.
I think it automatically adds your xbox live account. if not, just add persona (just in case. I did this without checking ahead of time and it said my gamertag was already used)
2. Log into the mass effect website using your EA/live account.
3. Redeem your code for the weaponry. Make sure it says your e-mail and the gamertag underneath it.
4. Reload ME2, log onto cerberus and check the new content to download. Should be in there.

All in all, after finding out my gamertag was already connected, I redeemed the code. I restarted ME2 and it was instantly available for download.

I tried to do this, but it said I was already linked up.  "Marbrockstar" is my gamertag, and the EA persona-adding deal said it's already in use.  And I only have one e-mail address.  It's always been the same one, since back in the original Xbox days.

On that page did you check if it was already connected to the account? It said the same thing for me, but I didn't check if it was automatically added.

You cannot do anyting if you've ****ed up on the e-mail address. You've got to wait for EA/BioWare to help. Good luck, and God's speed.

See thing is i had 2 codes cause game stop gave me one when i pre ordered so one code is wasted but if i use my new WIndows ID hopefully it will post my gamer tag this time

If you were like me and redeemed codes online, but then somehow you put in the wrong email when the game prompts you to make/log into an EA account when you first boot it up, I have a solution. I just used another one of my Xbox Live accounts (it can be silver, you can probably make one if you don't have an existing one) and went into Mass Effect 2. It prompted me for the account again and this time I put the right email. Bam, could download all the stuff I redeemed codes for. The cool part is that apparently, the 360 recognizes any DLC you have downloaded, regardless of the profile, so I was able to access the DLC in my originally screwed account, even though I downloaded it from a different account. So, DLC in my real profile; that made my day. I hope this information will be of help to others.

you dont *have* to associate your gamertag with your ea online account. what you do have to do, though, is make sure you log into thtat exact same account from inside tha game.

Where do I go in-game to log into the EA deal?  I can't find any options for that.

connect to cerberus (click on the button for pc, or click Y on the 360).

you need to complete the process to the point where it asks you for yoru cerberus key. at that point you are authenticated to the ea servers.

i activated cerberus but it never asked for a email address

that was because your xbl gamertag was already linked to the same email address you used on the bioare social site to enter your promo items.

when it works, its magic.
