Codex XP Perks and Retroactivity

Quick question, has anyone tested whether the codex +XP perks from each category are retroactive, like the one for studying enemies (in Secrets)?

 

I don't suppose the +5% XP from killing enemies in Forces is applied retroactively, but the codex ones seem to me that they should be, even if it is not said explicitly so in the description.

So then, thew question becomes in what order should you take them, considering where you are while getting your first few perks - Haven, The Hinterlands, Storm Coast, etc.

 

History -> Secrets -> Connection -> Forces, perhaps?

I do arcane codex in secrets first if im not a mage or have viv in party so you dont lose out on a agent

If you are talking about Enchanter Ellendra, you can always recruit her later. That's what I did my first time around - I returned back to her with Viv in my party and recruited her.

You can do that too, but for some reason i have to complete everything i can before i leave an area or move on through the story. I did as much as i could in hinterlands, fallow mire, storm coast, and forbidden oasis before meeting the mothers in val royeaux, i feel if you do this then you will have at least 4 up to 6 influence perks.      (did as much as i could-everything but red templer quest and dragon on storm coast)
