Nope. Not true. This is a bug, and I confirmed it through 3 full games.
1st one I did all there was to do and kissed her ass all game long with a human. The furthest I was allowed to go was the flirt option that asks if if she wants to hook up. All I got "we'll see, yeah". Did everything imaginable to get her ridiculous approval, to no avail.
2nd one I used an elf. Did everything, kissed her ass all game, same result.
3rd one I used a Qunari. Flirted like crazy, was even nicer, did every single quest for her, only this time I got the rooftop conversation about cookies. Talked to her a bunch more, but aside from having another "Friendly Roof Chat", there is no option to flirt like I could in the other 2 games. Qunari supposedly have higher approvals with her, but it seems very very slight.
Either she has a much larger (invisible) approval meter (big mistake), the game randomly bugs out her proper dialogue, or it's RNG. One of these must be true, because I have no more table missions at all, and she still won't start A Woman Who Wants For Nothing. There is nothing else I can do. 3 playthroughs, wasted. The saddest part is, everyone else, people I paid very little attention to, have full approval meters. Sera's the only one I tried to max out, and apparently, she doesn't. How is that possible without a bug?
I have the Trespasser DLC, and supposedly, you can marry her. Since the game f***ed up and doesn't allow you to continue to pursue your romance choice after you complete the Main story, I'm just gonna tell her she doesn't fit the Inquisition and tell her to GTFO out of spite for this terrible game design choice. In the other DAs, you start a romance far earlier in the game, and work up to the sex scene. In this one, you have to spend the entire game working towards STARTING the relationship, which leads almost strait to sex (unless you screwed up and romanced Josephine). This is only true for Sera, though. If you want anyone else, you can practically hook up by accident, and do so much earlier. Cassandra literally pulls you aside to confirm the romance. I had to tell her I wasn't interested to cement the Sera romance.
BTW, flirting with Harding gets approval from Sera, not the other way around. She finds it amusing, and does not take it seriously, especially since you can't hook up with her.
So, I'm going to tell Sera to leave right away from now on. I don't want her there reminding me of all the time I've wasted on this game trying to do 1 simple thing. 400 hours, wasted! I don't even like this chick! It's just I already romanced Cass and (unfortunately) Josie. Tried all I can to see the Sera thing, but it just isn't possible. This game needs downloadable gifts like Origins. Otherwise, this will never happen.
