The bug happens in all female models in humans and elf (qunari aren't affected) nor male humans, I didn't check beyond that. The bug persist in game, is not only at character creation. As far as I know this only happens in the PC version, cannot check other versions.
See the odd folds in the right eye, it is always in the same eye, diferent eye models might make it more or less noticeable, but the bug remains.
The bug not only changes how closed the eye appear, it also push it off level:
I gave up trying to create an aceptable looking female character trying to make the bug less apparent, so I went with what I could.
Please fix it, looks realy weird.

That's on both sides. Youvjust can tell because of the lighting i think. There is no option for an epicanthic fold to make your character look asian (lore reasons probably). I see the shadow cast from the superior lid at the outter edge of the eye . . . That's also on both sides but ots hard to tell without being able to adjust the lighting. Same with the nasel and brow edge lines where soft tissuea of the eyelids meet the firmer substratas of bone and cartilage. That looks like an adult woman's right and left eye to me. I'd need to see a labeled pic and a comparison shot to what you're looking for to say more. Otherwise, nice eyes.
Not in both eyes, trust me I checked very closely, at character creation and in game. I only put here a couple of examples, but you can see it just by selecting the pre made models at character creation -- note, just females humans and elf, males aren't affected, nor any qunari. I didn't check dwarves yet. Also as far as I know this only happens in the PC version, unless people with the console version can report the same problem.

It's just lighting, there's no bug. There are plenty of real problems with the PC version of this game that need to be adressed, let's focus on those.

It has to be the lighting.
Just messaged a buddy of mine who has the PC version and his Female Elf has no such issue.

I've noticed it too...one eye bigger than another(you can open eye at max setting and you'll see the difference) in my case...on your screenshots I can see the same plus one eye a bit lower than another and it's not lighting for sure...btw it's a common problem in games..for example in Oblivion it's much more noticable than in Skyrim.

To the people saying it is the lightling, it is not. Can't you see the odd FOLDS in the lid, always the same one.
Once in game you need to know what to look for to see it, it is far easier to see in creation. Go there and check by yourselves, zoom max. Female character models (humans and elfs), in some eye models less noticeable (because tend to hide the lid more) but the bug remains. The bug is in the face, the lid has extra skin so it doesn't go away just by changing the eye model, shape, neither changing their position. And notice, it is always the same lid affected.
Regarding what bug matters or not, don't you see that are diferent deparments? The people handling the character models, textures etc, has nothing to do with the ones handling tac cam for example. In fact, might be something to tell the people at Frostbite.
