Conscription.

Fiona pretty well demonstrated these guys need minders or they'll get into no end of trouble

I personally run with conscription as I believe that it leads to a better epilogue (provided Vivienne isn't Divine) in which the mages form a reformed college with greater freedoms (either under the protection of the Inquisition or the reformed Templar order) rather than full independence which I believe would lead to danger and instability for mages and mundanes alike.

This is all from a shameless metagaming perspective of course!

Alliance shouldn't even be a choice for either faction.

Conscript them for the war against Corypheus and have Leliana free them later.

Everyone wins.

Whenever I do that mission, I always ally with them.  It seems like mages get into most of their trouble when they don't have anyone advocating for them.  So long as the Inquisition is there to offer support for them, I think they should be fine.  Hopefully whatever they end up setting up in the future will be well established and able to advocate for itself.

My main warrior goes for ally since he believes the chantry is wrong in its treatment of mages even though he isn't a mage and views the inquisition more as a peace keeping force.

My mage goes for conscript (partially to make more difference from main) because her play through is about trying to set up the strength of the inquisition so she can use them to try and liberate her wider kossith people from the qun or at least be ready to oppose them when the qunari get bored of a stalemate with Tevintar and invade elsewhere.

Rouge despite being elf is going to be true believer in chantry and herald thing, since she's lost faith that the Dalish are actually accomplishing anything and that the Old Gods of the elves still deserve worship, so is going for Templars instead and likely conscript.

The Inquisitor I'm playing as is all about giving second chances so they ally with the Mages.

I went with ally, largely because I didn't think conscripting them would go down well and I actually needed their help but I would have liked the option to kick Fiona out of leadership

It just feels like for every 1 competent mage we meet, that there are 10 more Jowans.

Now add in the possession risk with the torn 'Veil?

Conscription. Cannot be too careful with these folks (well, I suppose you can, but this is not it). Also serves Fiona right.

I'd conscript both Templars and Mages no matter what. Starting wars is one and there are rules of engagement. They harassed citizens.

We also have to keep in mind that Vivi's circle was for the status quo and we met lots a mages/templars that wanted that but was coerced into the war. Conscription should offer an opportunity to weed out the one's that committed war atrocities.

If I were to go for the mages (which I don't because I like the templar mission so much better), I'd most likely conscript them. After everything they did, they simply can't be trusted until the real world away from their admittedly sometimes horrible but also damn cushy and privileged Circles kicks some sense and responsibility into them. Also, I think smoothing over the fallout from all the crap they pulled under Fiona would be easier if the injured parties see that the Inquisition is keeping a close eye on the mages for now.

And Fiona needs to go. Period.

Conscripted those fools. Wish I could've killed Fiona on the spot but atlesst that fantasy became a reality on the Templar timeline.

Alliance shouldn't even be a choice, especially after their war leave so much damage, and cause death on so many innocent people. Both sides did more than harass citizens, and DAI seriously need option like this. We should be able to pull harsh punishment and purge those who committed crimes or even start a witch hunt, something like this on Fiona, Lucius or any radical mages/templars who still resist the Inquisition.

I favor conscription for both Templars and Mages. Both gave up the right to independence with all the unnecessary suffering and devastation they caused during the Mage-Templar War. We've seen what they did with their short-lived independence, and it wasn't pretty.

Both choices can lead to freedom for mages, depending on your other choices and who you pick as Divine

I would conscript them, because regardless of their desperation, I felt it is too idiotic to enslave themselves to Tevinter. So to prevent the Mages (my player is one) from making another dumb life choice, they will be conscripted and watched.

It depends on the personality of the inquisitor, but the ones that are most like me accept the mages as free allies. It just doesn't make sense to free them from indentured servitude to one cause only to force them into another.

The one time I went for the mages I conscripted them as they showed they were do dangerous and untrustworthy to let run free not to mention the potential political fallout was enough to see me keeping them under a close eye. As for the Templars it depends on wither Sir Barris survives as he showed potential in champions of the just while if he dies the Templar acting as the closest thing to a leader is some random unknown.

Alliance shouldn't even be a choice for either action.

But where's the fun in it if conscription is automatic?

You can ally with the Mages but tell everyone to think of it as probation and agree with Vivienne to train your own Templars (in secret even) in case anything bad happens with the Mages.

Another good point. The Templar path actually offers someone who appears to be a capable leader. Not so with the mages.
