How is this chosen, exactly?

I remember talking to both Cassandra and Leliana and expressing to both of them that I thought they would make a good choice, but I don't recall a point where I finalized it or told the other I would not support them.

Does this happen post-Arbor Fields? Sometime prior to that?

I'm not certain when I committed to one or the other.

There is are dialogue options to pledge your support pre-Arbor.

It only has a small effect though, I supported Cassandra fully and Leliana was named Divine instead. From what I've heard it's calculated based on your choices throughout the game. Personal choice has an effect, but it isn't the determinant.

Ah. I see. So that means when I told Leliana I thought she'd make a good Divine, I was unknowingly making the choice.

I'm assuming that had I spoke to Cassandra prior to Leliana post-Arbor, the dialogue choices for Cassandra would therefore have been different?

Interesting.

I had not intended to support Leliana this playthrough given how ruthless she had become. Was actually going to give Cassandra the attempt at the Sunburst Throne, but that makes things a bit trickier...

I wonder what triggers throughout the narrative are taken into account for the decision.

There is also a operation you have to do. when you pledge support it appears on the War Table.

Operation is optional. Not everyone gets it, and at this point it's unclear whether or not it hurts or helps your pick.

Thanks for the link.

I didn't the operation on the War Table either: I basically told the chantry rep that it had to be the decisions of Leliana and Cassandra and not my own.
