I love how there is a vendor that sells codex entries that you left behind in areas. It drives me crazy that I did not find them, but at least I can rest assured that my codex will be full at the end.
What this tells me, is that vendors can reconize plot flags (or some similar game mechanic) and sell codexes based on that. BioWare needs to apply this to decorative gems and the like, which become inobtainable once the relevant enemy type is cleared from an area, so that requisitions that were unfinishable unsuspectingly taken on by the player can still be completed.
I know this is only an issue for people with an OCD-like need to complete all quests, but it is extremely annoying, so once you get around to patching PC controls, please implement this in a patch as well.
