I enjoy playing on PC and I don't use tactical cam at all. It's too complicated for me at the moment. Took awhile to get use to not having autoattack and move to click but I think I'm getting use to it. Right now I'm on my second playthrough I'm trying out Hard difficulty after going Casual for my first one. 
I have a dual core i5 with an amd 5450 so I'm surprised that it runs. At the time of the Mage or Templar decision it had a bad command crash which I was able to continue with by changing to full screen in a window in options. I also got the floating around instead of walking hand in the air thing which was I think against the envy demon.
Playing on hard without the tac cam? good luck with that 
I'm enjoying the game a lot, despite hating the keyboard and mouse controls, the AI, the interface and the tac cam limitations.
I've got 110 hours on one single playthrough I haven't finished yet, cause I'm playing on hard with friendly fire on, and clearing out all the quests I can.
I've got a very good rig, playing on Ultra, and the only graphical problems I see are the cinematics, that everyone has hitching frame rate problems with, even if you remove the 30fps imposed cap, no matter the PC you have, and the devs have already aknowledged it.
People saying they haven't seen a single bug in 140 hours and that others are lying are just full of p00p. 140 hours and your characters never got stuck not entering the caves in Stormcoast? it happens to everyone, so maybe you didn't enter caves or places where your npcs get stuck, but I soubt it. Warriors get stuck in shield wall /parry mode, same as rogues. Your controlled character gets stcuk targeting a necromancer's spirit minion after the initial target dies. There are plenty of NPCs falling from the skies in several conversations etc etc etc
