Do passive abilities grant the bonus all the time or only when they also match up with the grey descriptive text above. 

 

Example 1: Chaotic Focus in the Fire Mage Tree says it grants a 50% bonus to barriers and +3 magic attribute.  In the description, it says that fire spells consume your barrier when you get this passive ability.  Would your barrier be partly consumed when casting fire spells when you acquire this passive ability?

 

Example 2: Ice Armor in the Ice Mage Tree says it grants a 50% reduction in damage and a +3 will attribute.  In the description, it says this damage reduction only occurs near frozen enemies.  Does the damage reduction always occur or only near frozen enemies?

Chaotic Focus reduces your current barrier by 30% every time you cast a fire spell, and in return your fire spells are increased in strength.  You can combine this with the passive from the Knight Enchanter tree that restores your barriers based on how much damage you do.

 

Ice Armor activates when you're near any persistent ice spell.  Ice Wall, Blizzard, Ice Mines, or frozen enemies all activate it.  There is a graphical change, like chunks of ice growing out of the character's body, to let you know it is active.
