It says "for allies"
Core skill says 15% damage bonus

upgrade says 35% damage bonus

1) Does this mean war horn affects the whole party but not the one casting it?

2) Does the damage improve go from 15% to 35% or does it ADD 35% (15+35=50%)?

The characters affected should have a small icon just above their action bar, and I think my warrior was affected, not just the other characters. It has a range, because I didn't see it on my mage, who was further away.

Now to figure out if the actual damage bonus with the upgrade is 35% or 50%.

AFAIK it upgrades the damage to 35%, not 50%. 

Not that I have tested it. Tooltips seem to say the weirdest thing compared to the actual effect in this game. /shrug
