Anything else? How about spec restricted. I can't wear something cos I don't know a skill "deathblow" or a "Blizzard".
Or maybe you can have story restrictions? I won't be able to wear something until I complete x quest, even though I have an item in my bag. How about that?
It's frustrating. I have lots of junk in my bags that I will be able to use in 2-3 levels. Why not now? Why? No... really, what's your logic?
"Because" is not a good excuse. Neither is "or things will be too easy". No, they hardly will be.
I assume people playing on super hard difficulty don't get that logic either.
It's like you lost your way Bioware, you did it a long time ago. Now you just keep implementing stupid ideas, started with ME3, continued on with ToR and then finally bloomed fully in DA:I.
