I exported my world state successfully, yet suddenly Alistair pops up halfway through DAI?

 

Is Keep working?  I don't get this.  I clearly have my choice in the Keep that he died fighting the archdemon and he wasn't married to daughter of Loghain, yet they both walk right in together.

are you sure you imported a custom worldstate?

I did follow the above and I am not sure why it did not take.

 

This leads me to my next question.  I have played through DAI a bit.  Is it now too late to import this?  Can an import only be done BEFORE you start a brand new DAI campaign?  If so, this is just horrible.

You can only import before creating a character.
